This 7,600m2 regional office was designed as part of the Welsh Government policy of devolving government administration to the west and north of Wales. The  building formed part of the Powell Dobson-designed masterplan for the area, which included the adjacent offices for Ceredigion County Council. The buildings are visually linked via views through the glazed atriums in each building, and the occupants of both offices share a landscaped garden area.

The building achieved its BREEAM “Excellent” rating by a mixture of passive and active measures. The ground floor facilities contain the high occupancy areas requiring mechanical ventilation, whilst the upper floors have the highly services cellular space grouped at either end of the open plan, naturally ventilated wings. Heating and hot water is provided by the off-site biomass boiler, which serves both the Welsh Government and the Ceredigion County Council buildings.

The soft landscaping maximizes the use of indigenous planting, locally sourced.

Powell Dobson was responsible for full space planning and space utilization services as well as all furniture selection and interior design proposals.
